Discover Toronto โ Cultural Exchange Program 2027 is a three-day international program bringing together 70 participants from around the world in Toronto and Niagara Falls.
Participants requiring a visa are encouraged to register early, as visa-related documentation may take additional time to process.

Discover Toronto – Cultural Exchange Program 2027 is a three-day international program bringing together 70 participants from around the world in Toronto and Niagara Falls.
The program combines cultural exchange, academic discovery, international networking, and exploration of some of Canada's most iconic destinations. Participants will experience Toronto's multicultural environment, visit selected academic areas, and enjoy a full-day Niagara Falls experience.
Through shared activities and networking, the program creates opportunities to exchange cultures and build meaningful international connections. Participants based in Canada are also welcome to join.
Participation & Funding
Discover Toronto 2027 is a non-profit cultural exchange initiative. The program funds 35 participants and offers a limited number of self-funded places on a refundable basis. All three are joined through a single application.
The USD 52 Application & Processing Fee covers application processing, eligibility review, and administrative assessment. It is not a ticket or a payment for a place, and it does not guarantee selection or funding.
For self-funded participation, the USD 550 fee includes that USD 52 and is refundable in line with the refund & cancellation policy above.
Self-Funded Participation
Effective September 15, 2026
The total Self-Funded Participation Fee is USD 550, which includes a USD 52 Application & Processing Fee covering application processing, eligibility and document review, administrative assessment, and applicant communication.
The USD 52 Application & Processing Fee is non-refundable once the application has been submitted and processing has commenced, except where a refund is required by applicable law. The remaining USD 498 is subject to the conditions below.

After an invitation letter is issued, the retained USD 152 is the USD 52 processing fee plus a USD 100 Participation Commitment / Reserved Capacity charge. This USD 100 is not a fee for the invitation letter — Discover Canada does not sell invitation letters — but relates to reserving a place within the program's limited capacity.
An invitation letter does not guarantee a Canadian visa or admission; all decisions are made by the competent Canadian authorities. If a participant cancels after an invitation letter is issued — including for visa refusal, delays, inability to travel, or any voluntary withdrawal — the after-issuance terms apply, and the standard refund is USD 398, subject to applicable law.
Where already incurred or committed, non-recoverable, directly related to the participant, and lawfully deductible, actual costs may also be deducted — for example:
Discover Canada will not deduct arbitrary, unsupported, or undisclosed costs.
Approved refunds are processed within 15 business days to the original payment method. Additional time may be required by the participant's bank or card issuer. Refunds are calculated in USD; local-currency amounts may differ due to exchange rates or third-party fees.
This is a summary for on-page reference. Program cancellation by Discover Canada is handled under the applicable program terms and applicable law. Nothing in this policy excludes or limits any consumer-protection, cancellation, or refund right that cannot legally be waived. By completing registration and payment, the participant confirms they have read, understood, and accepted these conditions.

Applicants currently living, studying, or working in Canada are welcome to apply, subject to program eligibility and availability.
Exclusive Applicant Benefit
Applicants who apply for funded participation but are not selected will receive a special code that waives the processing fee on one eligible future Discover Canada program.
The code waives one eligible application processing fee only. It does not guarantee selection or funding, and carries no cash value.

Transparency matters to us. Please read the following before applying.
All confirmed participants — fully funded, partially funded, and self-funded — receive an Official Invitation Letter. Participants requiring a Canadian visa may use it as supporting documentation for their application.

The Invitation Letter does not guarantee visa approval. Final visa decisions are made solely by Canadian immigration authorities.
We issue an Official Invitation Letter only to confirmed participants, as a document confirming their participation. We do not sell invitation letters separately or as part of any "visa support" package.
Be cautious of paid letters promoted with claims such as "embassy coordination," "special visa support," or "visa guarantees." An Invitation Letter is a supporting document — not a visa, not a guarantee, and not a product that can influence a visa decision.
Academic visits are planned as independent educational and cultural familiarization activities. Unless separately confirmed through an official agreement, the University of Toronto, Toronto Metropolitan University, and Robarts Library are not organizers, sponsors, or official supporters of the program.
Their names identify planned visit locations only, and all visits are subject to visitor policies, availability, and required authorization.

This is an application-based event. Attendance is by selection only. Submit your application for review by the DPEM programme committee.
