Alejandro Arturo Neyra Sánchez

Alejandro Arturo Neyra Sánchez is a distinguished Peruvian diplomat, author, lawyer, and public official with extensive experience in international relations, cultural diplomacy, public policy, and strategic communications. He studied Literature at the National University of San Marcos, Law at the Pontifical Catholic University of Peru, and International Relations at the Diplomatic Academy of Peru. He also holds a Master’s degree in International Service from American University in Washington, D.C. Throughout his diplomatic career, Mr. Neyra has held several senior positions within the Ministry of Foreign Affairs of Peru. He has served in Peru’s diplomatic missions in Geneva and Santiago de Chile and has represented Peru before international organizations. His leadership roles have included Chief of Staff to the Minister of Foreign Affairs and Director of the Inca Garcilaso Cultural Center, the Ministry’s flagship institution for cultural diplomacy. Mr. Neyra served as Director of the National Library of Peru and was appointed Minister of Culture of Peru on three separate occasions. During his tenure, he led initiatives aimed at strengthening cultural institutions, preserving national heritage, promoting cultural diversity, and advancing Peru’s international cultural engagement. In addition to his distinguished public service, Mr. Neyra is an accomplished author whose literary works explore themes of history, politics, diplomacy, and national identity. His publications include CIA Perú, Historia de dos Bernardos, 1821, Traiciones Peruanas, and Mi Monstruo Sagrado. His contributions to literature have been recognized through several prestigious awards, including the Premio Copé de Novela 2019, Premio Copé de Plata de Cuento 2012, IV Premio de Novela Breve de la Cámara Peruana del Libro 2012, and Premio Luces 2018. Currently, Mr. Neyra serves as Director General for Studies and Strategies of Foreign Policy at the Ministry of Foreign Affairs of Peru, where he contributes to the formulation of Peru’s foreign policy priorities and international engagement strategies. Mr. Neyra has also contributed to international dialogue on cultural diplomacy, global governance, and intercultural cooperation as a distinguished speaker at events organized by the Canadian Center for Cultural Diplomacy (CCCD). He participated as a speaker at the Cultural Diplomacy, Conflict Resolution & Global Peace Forum, held on May 31, 2025, in Vancouver, British Columbia, Canada. He also served as a speaker at the international Masterclass on Global Governance: Secrets of Effective Communication, Modern Protocol and Etiquette, organized by CCCD on June 1, 2025, at the Civic Hotel, Autograph Collection by Marriott Bonvoy in Surrey, British Columbia, Canada.
